Federal Healthcare changes effective 7/1/2011:
- Elimination of annual and lifetime maximum benefit limits
- Elimination of pre-existing conditions
- Preventive care paid at 100%
- Married dependent children are now eligible for coverage
- Change in dependent child categories
Benefits Enrollment and Changes
State benefit plan elections and dependent enrollments are during the following periods:
- Benefit Choice - annual open enrollment period that allows employees to make changes to their State of Illinois health, dental, and life insurance coverage, elect or terminate dependent coverage as well as enroll and re-enroll in the Flexible Spending Accounts (MCAP and DCAP).
- Experiencing a Qualifying Event - information on eligible qualifying events and forms to initiate benefit changes.
Certain changes can be made to the following benefits without experiencing a qualifying event:
When adding or terminating dependent coverage, supporting documentation must be submitted to your campus UPB Benefits Services office. Please see Dependent Documentation Requirements and Deadlines.
Dependent Child Age 19 & Over Insurance Certification Information
The Spring and Fall Semi-Annual Certification periods for dependents age 19 and over are no longer required. Effective 7/1/2011, however, a Fall Annual Certification will only be required for dependents in the categories of Disabled, Other and Veteran Adult Child.
Dependent Child
Effective 7/1/2011 dependents regardless of age will be classified in one of the following categories: Natural Child, Adopted Child, Step Child, Legal Guardian, or Adjudicated Child and will be covered up to but not including age 26.
Veteran Adult Children may be covered up to but not including age 30. See the Dependent Documentation Requirement and Deadlines for information regarding cost of coverage.
Domestic Partner and Civil Union Partner Coverage Information
Domestic Partner Coverage - information on benefits for registered same-sex domestic partners of University employees. Effective 6/1/2011 no new enrollments will be allowed into this category, however those currently covered in this category will be allowed to remain covered as Domestic Partners.
Civil Union Partner Coverage - effective 6/1/2011, in accordance with Public Act 96-1513, the State of Illinois will provide health, dental and life coverage for Civil Union Partners and/or their children. Civil Union Partners are defined as same-sex or opposite sex partners.
